Onondaga County Sheriff’s Office Announces Arrest in Series of Public Lewdness Incidents; Seeking Additional Witnesses

Location: Clay, NY

The Onondaga County Sheriff’s Office (OCSO) announces the arrest of Eric N. Higley, 30, from the Town of Salina in connection with multiple incidents of Public Lewdness (NYS PL §245.00, Class B Misdemeanor) that occurred in the parking lot of T.J. Maxx, 3841 Route 31, Town of Clay, during 2025. The arrest resulted from a joint investigation by the Criminal Investigations Division (CID) and Patrol.

Mr. Higley is currently held at the Onondaga County Justice Center following a Violation of Probation tied to a prior endangering the Welfare of a Child conviction.

The arrest occurred on Friday, October 3, 2025. During the investigation, the suspect provided a full confession.  Preliminary findings indicate a consistent modus operandi involving filming women entering or exiting vehicles while the suspect engaged in lewd conduct inside his own vehicle.  The Sheriff’s Office believes there are other possible victims or witnesses in Onondaga County.  If anyone has further information, don’t hesitate to get in touch with the Criminal Investigation Division at 315-435-3081
